We are getting the same issue and per the Bamboo support it is a SharePoint permission policy issue: Sounds more like an excuse of why the webpart wont work!!!
It appears that the policy file was not updated by SharePoint when the software was installed. The only solution for this is to reinstall the software. Once it is reinstalled, you should check to make sure that the policy and web.config files have been updated with the appropriate entries. This issue is caused by SharePoint. If reinstalling the Web Part does not correct it, you will need to troubleshoot your SharePoint installation. Bamboo can only troubleshoot our products, not SharePoint itself.

We did find the solution to our problem. These are steps we used to correct the issue.
1. Extract files from BambooWorldClockAndWeatherWebPart\msi\cab\Bamboo.WorldClockAndWeather.SPv3.cab
2. Go to the %Program Files%\Common Files\Microsoft Shared\web server extensions\wpresources folder and create a new folder named bin.
3. Copy the Bamboo.MsnWeatherProvider.dll from the Cab file to the bin folder created above.
Hopefully this helps to resolve your issue as well.
