Missing site actions menu items

I'm fairly certain that this bug has been acknowledged by Microsoft, but I would like to post it here to see if anyone else has found a fix.

Problem:

The extra site actions menu items that are available for MOSS 2007 Publishing Infrastructure-enabled sites is missing even though it shows the feature as enabled

Cause?:

I've read that only one site per MOSS 2007 installation can have these extra menu items turned on. And frequently if you have multiple sites, the menu items appear on the one that you don't want having the features enabled. This installation does not have multiple web apps, so this doesn't apply to this case.

In any event, on this particular installation I had to manually activate all of the publishing features via stsadm, because Sharepoint kept throwing errors whenever I would try to activate it. Now it seems that most of the publishing features now enabled don't work, and I still don't have the menu items that I'm looking for.

I'm trying to avoid manually adding these menu items via the code. Any ideas/suggestions?
