smigrate.exe not available ?

I have installed WSS 3 SP1 on Vista Home with SQL Server 2008. It works fine!

But I tried to move one WSS 3.0 site from Windows 2003 + SQL Server 2005 to my computer, using following methods:

by using Sharepoint Designer --> Error

by using Stsadm (file .dat) --> Error (incomplete)

by using smigrate ...

but I have discovered that I haven't smigrate.exe on my computer in C:\Programs\Common Files\Microsoft Shared\Web Server Extensions\60\BIN (really I haven't 60 Dir but only 12 Directory where stsadm is located).

Have I missed to install something ? Anyone can indicate me ho to backup on that machine and restore on mine ?

"There is no command line utility replacement for smigrate.  If you want to upgrade one site at a time you can still accomplish this.  Let's look at the different methods and how you could accomplish this..."
